This bill establishes New Jersey's "Welcome Home Veterans Bonus" program through the Department of Military and Veterans Affairs (DMVA) to encourage veterans to remain in the state after military service. Eligible veterans - those honorably discharged after serving in specific operations (like Iraq or Afghanistan), living in New Jersey for six months before deployment, and meeting service duration requirements - receive tiered payments: $1,000 for combat zone service, $500 for domestic or non-combat overseas service, and $300 for certain expeditionary deployments. Veterans discharged due to sexual orientation, gender identity, gender expression, or HIV status (as documented on their DD-214) are also eligible. Applications are submitted to DMVA, with appeals handled by a three-member board, and payments are funded through a dedicated state fund.
