S 3651 New Jersey Senate · 2024-2025 Regular Session

Requires certain documentation as proof of voter identity to vote; updates procedures for challenging voters regarding proof of identity.

S 3651 requires voters to present specific identification documents when voting, beginning with the first election held after January 1, 2025. The required ID must include the voter's name matching registration, a photograph, a valid expiration date (not expired or expired only after the most recent election), and must be issued by the federal government or New Jersey. First-time voters who registered by mail without providing ID will need to show this documentation, though those with religious objections can use a sworn affidavit instead. Voters denied voting for lacking proper ID will receive a provisional ballot, which must be followed up with the required ID within two days to be counted. To ensure access for indigent voters, the Motor Vehicle Commission will issue a free nondriver ID card upon submission of an affidavit of indigence.
