It requires train operators to provide reliable schedules (with limited exceptions), sufficient trains to avoid overcrowding, clear delay notifications via multiple channels, clean and safe trains/stations, well-trained staff, and alternate transportation during major disruptions. The Division of Consumer Affairs' Office of Consumer Protection will enforce these rules, investigate passenger complaints, and impose civil penalties of up to $1,000 per violation for noncompliance. The law aims to standardize passenger protections and create a formal complaint process for service issues.
