Provides for transfer and sale of inactive liquor licenses for use in qualifying smart growth municipalities.

This bill allows inactive liquor licenses (plenary retail consumption licenses) in one municipality to be transferred to qualifying "smart growth" municipalities that lack sufficient licenses for new development projects. It requires the Director of the Division of Alcoholic Beverage Control to approve transfers when a municipality cannot issue enough new licenses due to population-based limits (one license per 3,000 residents). Purchasers must pay a fee equal to 20 times the annual renewal fee, with 25% going to the sending municipality, 25% to the director, and 50% distributed to existing license holders in the receiving municipality. The transferred license can only be used within the same real estate development project where it's activated, and the bill repeals previous provisions that allowed special permits for alcoholic beverage service in smart growth areas.
