S 3260 establishes a program within New Jersey's veterans' memorial homes to provide direct support to families of residents, including spouses, domestic partners, civil union partners, and children (all New Jersey residents). The program, managed by resident advocates at each home, will offer timely information on health updates, facility events, state/federal benefits, financial assistance, and counseling services - both on-site and through referrals to external resources. It requires the Department of Military and Veterans' Affairs to notify families and the public about the program and adopt necessary rules within 90 days of enactment.
