Specifically, it mandates that low-speed electric bicycles and scooters must meet UL safety standards (UL 2849 for bikes, UL 2272 for scooters) and display certification marks on the product or packaging. Businesses selling these devices commercially must provide fire safety materials to employees operating them, covering safe operation and storage. Violations carry written warnings for first offenses and civil penalties up to $1,000 for repeat violations within two years.
