S 2598 New Jersey Senate · 2024-2025 Regular Session

Requires bidder on State contract to be evaluated on report of its gender-based pay equity and job equality standards for its employees.

S 2598 requires state contractors bidding on government contracts to submit annual reports measuring gender-based pay gaps (equal pay for equal work) and gender segregation in job titles (jobs dominated by one gender). The Division of Purchase and Property will develop a standardized reporting system, assign ratings based on equity performance, and consider these ratings when awarding contracts alongside price and other factors. This applies to all state contracts except those requiring immediate delivery, funded entirely by federal money, or where compliance would jeopardize federal funds. The bill takes effect one year after enactment, with the division allowed to begin preparatory work earlier.
