Permits non-instructional staff member retired from PERS to return to employment in school district for up to two years without reenrollment in PERS if employment commences during remainder of 2023-2024 and entirety of 2024-2025 school years.

This bill allows retired non-instructional school staff (positions not requiring New Jersey Department of Education certification) who left the Public Employees’ Retirement System (PERS) to return to work with their former school district for up to two years without rejoining PERS. It applies only to reemployment starting after 120 days post-retirement and during the remainder of the 2023-2024 school year and all of the 2024-2025 school year, in roles deemed "critical need" by the State Commissioner of Education. School districts must prove the critical need before hiring, and reemployment is limited to one initial year with a possible one-year renewal, totaling no more than two years per district (unless approved by the Commissioner). The retired staff retains their PERS retirement benefits while earning a salary during this reemployment period.
