Amends Fiscal Year 2024 annual appropriations act to extend ANCHOR Property Tax Relief Program eligibility to homestead owners and tenants who made payments in lieu of taxes.

This bill extends New Jersey's ANCHOR Property Tax Relief Program to include homestead owners and tenants who made "payments in lieu of taxes" to their municipality for their principal residence. It removes a current exclusion that previously denied these residents eligibility for property tax relief. Eligible residents with 2019 gross income under $150,000 receive up to $1,500 in relief, those between $150,000-$250,000 get up to $1,000, and those over $250,000 are excluded. Relief is based on 2018 property tax amounts and paid as a May rebate, funded through the Property Tax Relief Fund.
