Requires procurement of management support and other services for certain nursing homes.

S 1952 requires New Jersey's Department of Health to mandate management support services for nursing homes with serious or repeated violations of health, safety, or resident care standards. If violations are identified, the department may direct the nursing home to hire a qualified monitor or vendor (paid for by the facility) to address issues, transition ownership, facilitate safe closure, or prevent shutdown. The monitor can attend facility meetings, access records (per privacy laws), hire consultants, and take actions to protect resident health and safety. This bill applies specifically to nursing homes under state oversight for failing to meet care standards, with rules to be implemented immediately.
