This bill requires New Jersey's Cybersecurity and Communications Integration Cell (NJCCIC) to conduct a 12-month study of cybersecurity infrastructure across all public entities (state/local governments) and private businesses operating in New Jersey. It mandates these entities to report cybersecurity incidents and breach investigations to the NJCCIC for one year, after which the NJCCIC must develop and issue mandatory cybersecurity guidelines. Public entities and businesses must implement these guidelines within one year of their release, with civil penalties for non-compliance. The NJCCIC will also monitor incidents post-implementation and update guidelines as needed.
