This bill would require New Jersey's Department of Health to establish a three-year Obstetric Discrimination Prevention and Mitigation Pilot Program targeting maternity care hospitals and birthing centers. The program would mandate participating facilities to use a specific quality improvement measurement tool to recognize obstetric discrimination as an adverse event, collect data directly from Black mothers about their childbirth experiences, and implement staff training on addressing discrimination. Funding would come through the State Medicaid program using a value-based payment system to cover program costs, with participating hospitals retaining unexpended funds if they successfully reduce discrimination-related adverse outcomes. The Department of Health must evaluate the program's effectiveness and submit a report to the Governor and Legislature within four years.
