Establishes New Jersey Council on Responsible Fatherhood and Responsible Fatherhood Fund.

This bill establishes a New Jersey Council on Responsible Fatherhood within the Department of Children and Families to develop and coordinate fatherhood programs. The 23-member Council - comprising state officials, community representatives, and fathers who have completed fatherhood programs - will create a Responsible Fatherhood Initiative focused on supporting fathers' involvement in their children's lives, particularly for families receiving public assistance. Key provisions include developing public awareness campaigns about fatherhood responsibilities, creating support networks for fathers, improving coordination of services for children affected by custody disputes, and applying for grants to fund community programs. A new "Responsible Fatherhood Fund" will collect and distribute federal, private, and other grant money to support these efforts. The Council must report annually to the Governor and Legislature on its activities and recommendations.
