This bill requires all New Jersey state agencies, local governments, school boards, and public colleges to study racial and ethnic disparities in how they award public contracts. Every six months after the bill takes effect and every five years thereafter, these entities must assess vendor diversity and determine if disparities based on race or ethnicity exist in their procurement processes. Each entity must submit a public report of their findings to the Governor and Legislature within one year of starting the study. The reports will be made publicly accessible under existing transparency laws, focusing on factual data about contracting patterns rather than mandating specific actions.
