Establishes Fruit and Vegetable Incentives Program in DHS; appropriates $3 million.

This bill establishes a Fruit and Vegetable Incentives Program within New Jersey's Department of Human Services to increase fruit and vegetable consumption among SNAP (Supplemental Nutrition Assistance Program) enrollees who are food insecure. The program provides financial incentives to SNAP participants to purchase approved fruits and vegetables at authorized food retailers and distributes cash-value vouchers through health care providers to eligible SNAP enrollees. It appropriates $3 million to create the "New Jersey SNAP Nutrition Incentive Fund," with at least 51% of funds annually supporting nonprofit organizations that implement the program and distribute funds to participating retailers based on actual fruit and vegetable purchases. The Department of Human Services must evaluate the program's effectiveness annually, tracking fruit and vegetable consumption, food security levels, and public health outcomes, and report findings to the Governor and Legislature within 12 and 36 months of implementation.
