Permits certain noncitizen teachers to be eligible for tenure.

This bill allows noncitizen teachers holding valid New Jersey teaching certificates (issued under current law for those intending to become U.S. citizens) to qualify for tenure. It removes the existing legal barrier requiring citizenship for tenure by amending statute N.J.S.18A:26-8.1 and repealing related sections prohibiting noncitizens from acquiring tenure. Teachers already employed with such certificates will have their prior teaching service counted toward tenure requirements. The change applies immediately to all eligible noncitizen teachers meeting standard tenure qualifications under current law.
