Requires large organic waste generators to separate and recycle organic waste.

This bill requires large organic waste generators - such as supermarkets, restaurants, hospitals, golf courses, and farms - to separate organic waste (including food scraps, yard trimmings, and biodegradable materials) at the source and send it to an authorized recycling facility within 25 miles, if available. Generators producing 52+ tons annually of organic waste must comply, with exceptions allowing disposal at solid waste facilities if no nearby recycling option exists or if on-site composting/digestion meets DEP standards. A waiver is available if recycling costs exceed disposal costs by 10% or more. The law updates existing definitions to expand coverage beyond food waste to all biodegradable organic waste.
