Provides medical documentation requirement for certain members of PERS, PFRS, and SPRS to receive accidental disability retirement allowance for participation in 9/11 World Trade Center rescue, recovery, or cleanup operations; removes filing deadline.*

The two-year filing deadline for submitting a written and sworn statement indicating dates and locations of 9/11 service was removed across all three retirement systems (PERS, PFRS, SPRS). The board's authority to grant extensions in two-year increments was also removed. Members and retirees can now file at any time with no expiration.

The mandatory requirement that each board of trustees notify all members and retirants by certified mail within 60 days of enactment was struck from all three systems. The obligation to promulgate implementing rules was changed from 'shall' to 'may,' making it discretionary rather than required.

The option for previously denied retirees to resubmit their eligibility registration form was removed from all three systems. Retirees who were denied for missing the prior registration period can still petition the board for reconsideration, but can no longer simply resubmit their form.

The language about being denied for missing the registration period now specifies it must be a registration period 'in effect prior to the effective date' of this bill, clarifying which deadline applies.

New sponsors Assemblywoman Annette Quijano (District 20) and Senator Linda R. Greenstein (District 14) were added, along with numerous additional co-sponsors, indicating broader legislative support.
