Extends statutory pause on collection of student growth objective data.

The pause on collecting new data and all related provisions now explicitly apply to principals, assistant principals, and vice-principals in addition to teachers. Previously only 'teachers' were referenced throughout Section 5.

Added Assemblywoman Linda S. Carter as a co-sponsor and added a list of additional co-sponsors (Simonsen, Freiman, Drulis, Speight, Swain, Donlon, Peterpaul, Reynolds-Jackson), indicating broader legislative support.

Added 'administrator goals' as a parallel category alongside 'student growth objectives' throughout the bill. Educators are now required to set 'student growth objectives or administrator goals, as appropriate,' and the implementation guidelines in subsection (b) must cover both types of data.

Section 5(c) was completely rewritten. Previously, a teacher dissatisfied with an evaluation score could request a reexamination and a new score. Now, any educator required to complete annual objectives or goals may choose to set entirely new student growth objectives or administrator goals for one year. Those new scores apply to the summative evaluation for that year and all subsequent years until N.J.A.C.6A:10 is next readopted, unless the educator requests to set new ones again in a later year. Educators must notify their supervisor and school principal in writing by September 30.

The option to set new objectives or goals under subsection (c) is available to any teacher, principal, assistant principal, or vice-principal who is required to complete annual student growth objectives or administrator goals under subsection (a).
