Establishes Watershed Council in DEP.

This bill establishes a Watershed Council within New Jersey's Department of Environmental Protection (DEP) to address environmental and flooding challenges across the state. The council, composed of 21 members appointed by the Governor (with input from environmental groups), will represent each of New Jersey's 21 watershed management areas and assess DEP's programs for planning, permitting, and restoration of watersheds. It must evaluate how well these programs protect water quality, wildlife, and residents from flooding, and submit annual reports with recommendations to the DEP, Governor, and Legislature. The council will serve three-year terms with staggered appointments and meet quarterly to guide watershed management decisions.
