This bill removes the requirement for the State Agriculture Development Committee (SADC) to approve biomass, solar, or wind energy facilities on farmland that is not protected under New Jersey's farmland preservation program (known as "farmland preservation exception areas"). Landowners can now install such facilities on non-preserved portions of farms without seeking SADC review, though they must still obtain approval from the Department of Agriculture as required by existing law. For facilities on preserved farmland, SADC approval remains necessary under conditions designed to minimize disruption to agricultural production.
