This bill requires New Jersey municipal planning boards and zoning boards of adjustment to review and consider recommendations from local environmental commissions on every pending development application. It mandates that these boards provide the environmental commissions with actual copies (not just informational copies) of all development applications, rather than merely making them available. Boards must incorporate environmental recommendations "to the extent possible" into their final decisions on applications. This changes current law, which allowed boards to ignore such recommendations and did not require providing application copies to environmental commissions, now making failure to provide copies invalidate hearings.
