This bill expands New Jersey's implied consent law to allow police to request blood tests for drugs, not just breath tests for alcohol. It establishes a "per se" standard for marijuana impairment, making it illegal to drive with 3 nanograms or more of THC per milliliter of blood. The bill also creates a per se standard for certain other drugs, where any detectable amount of Schedule I, II, or III controlled substances (not medically prescribed) would be considered driving under the influence. These changes would apply to all drivers in New Jersey who are stopped for suspected impaired driving.
