"Securing Access to Funding for Educating Drivers (SAFE) Act"; establishes NJ Behind-The-Wheel Driver Education Scholarship Program; appropriates $1 million.

This bill establishes the New Jersey Behind-The-Wheel Driver Education Scholarship Program, which provides financial assistance to low-income teens aged 16-17 to cover the cost of a mandatory six-hour behind-the-wheel driver education course. The scholarship covers either the full course cost or $500, whichever is lower, for eligible residents who meet income requirements (at or below twice the federal poverty threshold) and have passed the required written exam. The New Jersey Motor Vehicle Commission will administer the program, awarding scholarships on a rolling basis with available funds, and must submit annual reports tracking applications and disbursements. The program is funded through a one-time $1 million appropriation from the state General Fund.
