Revises distribution of monies from Alcohol Education, Rehabilitation and Enforcement Fund to municipalities.

This bill revises how New Jersey municipalities receive funding from the Alcohol Education, Rehabilitation and Enforcement Fund (AEREF) to support their municipal courts. Starting in 2023, each municipality must annually report its drunk driving arrest count to the Administrative Office of the Courts. Funding allocation is calculated using a two-part formula: 50% of the previous year’s funding divided by the current year’s arrests, plus 50% of the previous year’s funding divided by the municipality’s average arrests over the past five years. The total amount each municipality receives is then based on its combined rate relative to the total funds available for the Municipal Court Administration Reimbursement Fund.
