This bill amends New Jersey's anti-bullying law to explicitly include hazing in the definition of harassment, intimidation, or bullying. It requires all school districts to include a statement in their anti-bullying policies acknowledging that such behavior involves a real or perceived power imbalance between individuals. The bill directs the Department of Education to revise its model policy and guidance document to reflect this power imbalance concept. Additionally, it increases the required professional development for teachers on bullying prevention from two to five hours per professional development period.
