Creates program for installing standby emergency power generators in new senior housing.

This bill requires new residential buildings where at least 90% of units will be occupied by seniors (defined as 62+ years old) to include standby emergency power generators during construction. It applies to buildings with pending construction permits before the bill's effective date. Generators must comply with environmental regulations, be checked weekly, tested monthly under load, and serviced per engineering standards, and can only be used to protect seniors' health during power outages. The Department of Community Affairs will create implementing rules.
