Assigns financial responsibility of educating homeless student to district of attendance.

This bill (A3321) changes how school districts pay for the education of homeless students in New Jersey. Currently, the district where a student's parent/guardian lived before becoming homeless pays for their education. The bill shifts this responsibility to the district where the student attends school (the "district of attendance") after the first school year. For the remainder of the first school year, the previous district remains responsible, but in subsequent years, the attending district assumes all costs for tuition and transportation. The State would still cover costs if the district of residence can't be determined or is outside New Jersey.
