This bill, the "Reader Privacy Act," protects the privacy of people who purchase or borrow books through commercial services (like online retailers or libraries). It prohibits law enforcement and government entities from accessing a user's reading habits or book purchase history without the user's consent or a court order, except in three specific cases: if the user consents, if a court orders it, or for reimbursement related to student financial aid for books. The law also allows immediate disclosure in emergencies involving imminent danger of death or serious injury, requiring written confirmation within seven days. It applies to all "book services" defined as entities primarily offering book rentals, purchases, or browsing.
