Eliminates partial and full State intervention under New Jersey Quality Single Accountability Continuum.

This bill eliminates the New Jersey State's authority to place school districts under partial or full State intervention through the Quality Single Accountability Continuum (NJ QSAC) system. It requires all school districts currently under State intervention to return to full local control within one year of the bill's effective date. Within four months of the effective date, school districts not yet returned to local control must hold a special election to determine whether they will become Type I or Type II districts, which will govern their future operations. The bill also repeals several sections of law related to the intervention process, including provisions for improvement plans and State oversight.
