Eliminates partial and full State intervention under New Jersey Quality Single Accountability Continuum.

Within four months of the effective date, school districts not yet returned to local control must hold a special election to determine whether they will become Type I or Type II districts, which will govern their future operations. The bill also repeals several sections of law related to the intervention process, including provisions for improvement plans and State oversight.
