Prohibits issuance and execution of "no-knock" warrant to be executed at residences.

This bill prohibits law enforcement from executing "no-knock" warrants at residences, requiring officers to knock and announce their identity and purpose before entering. Specifically, officers must knock, clearly state their reason for being there, and wait at least 30 seconds (or longer if needed) for occupants to respond before entering, unless urgent safety threats exist. All arrest and search warrants for residential entries must include these requirements. The law applies to all police officers conducting searches or arrests at homes.
