Expands definition of victim of domestic violence.

This bill expands New Jersey's definition of "victim of domestic violence" to include 16- and 17-year-olds (previously limited to 18+), as well as adoptive parents subjected to violence by someone whose parental rights to the adopted child were terminated. It also clarifies that "household member" includes anyone the victim has ever lived with, not just current cohabitants. These changes update the Prevention of Domestic Violence Act (P.L.1991, c.261) to extend legal protections to more individuals, such as younger teens in communal living situations and adoptive parents. The bill incorporates recommendations from the New Jersey Law Revision Commission to modernize the definition.
