Establishes New Jersey Veteran Services Grant Program in DMVA; makes appropriation.

This bill establishes New Jersey's Veteran Services Grant Program within the Department of Military and Veterans Affairs (DMVA). It appropriates $2 million from the General Fund to provide competitive grants to qualified nonprofit veterans' organizations (like 501(c)(3) groups or federally chartered Veterans' Service Organizations). The grants will directly assist veterans in applying for state and federal benefits, and/or fund training for DMVA's veterans service officers. Organizations applying must detail their training plans or the number of additional service officers they'll provide to help veterans access benefits. The program requires annual reports on effectiveness to the Governor and Legislature.
