Instead of mandatory recycling at dedicated facilities, businesses may use landfills equipped to convert methane gas into Class I renewable energy (like electricity) or renewable natural gas meeting pipeline standards. This provides an alternative compliance path if recycling facilities are unavailable within 25 miles or if the cost of recycling exceeds disposal costs by 10% or more. The bill does not change existing recycling mandates but adds landfill gas-to-energy as a valid method for meeting waste disposal obligations.
