Requires DOT to compensate local government entities for contractual delay damages resulting from shutdown of transportation projects funded by Transportation Trust Fund; authorizes local government entities to use certain funds for transportation projects.

This bill requires the New Jersey Department of Transportation (DOT) to reimburse local governments for costs incurred due to delays in transportation projects halted by Executive Order No. 210 of 2016. It specifically covers damages from construction contracts for projects funded by the Transportation Trust Fund. The bill also permits local governments to use their own funds to continue or complete these halted projects and prohibits DOT from withholding transportation aid because of this choice. The law takes effect immediately.
