Authorizes imposition of additional fines for overcrowding.

This bill allows municipalities to adopt ordinances imposing additional fines for overcrowding in residential rental units containing four or fewer units. Landlords or tenants may be fined up to $2,500 for a first violation, $5,000 for a second, and $10,000 for subsequent violations, depending on who caused the overcrowding. The bill requires a hearing before fines can be imposed and specifies that tenants are only responsible if they exceeded occupancy limits without landlord consent. It exempts owner-occupied properties (except when renting rooms) and seasonal rentals from these provisions.
