Prohibits State Agriculture Development Committee from imposing new or revised agricultural rules, regulations, or standards on previously preserved farmland or owners thereof, without owner consent.

This bill requires the State Agriculture Development Committee to obtain written consent from owners before applying new or revised agricultural rules to farmland that was preserved (via development easements) before the rules were adopted. The committee must notify owners of proposed changes and allow them to consent; without consent, the land remains exempt from the new rules. If consent is given, the new rules become part of the existing preservation agreement, binding current and future owners. The committee must also annually report to the Governor and Legislature on adopted rules and which parcels are exempt due to lack of consent.
