This bill requires New Jersey municipalities to annually inventory and document abandoned properties in a registry that includes tax block numbers, addresses, owner information, and rehabilitation status. It establishes a statewide database of abandoned properties that the Division of Local Government Services must make publicly available online and searchable by municipality and property owner type. Municipalities must notify owners quarterly about documenting rehabilitation efforts, with owners required to respond within 30 days or risk potential tax sales for noncompliance. To cover implementation costs, municipalities may impose annual fees on owners of abandoned properties, which would become liens if unpaid. Municipalities that fail to comply will not receive certain state aid programs, including Energy Tax Relief Aid and Consolidated Municipal Property Tax Relief Aid.
