This bill amends New Jersey's Local Redevelopment and Housing Law to clarify criteria for designating areas as needing redevelopment. It defines "detrimental to the safety, health, or welfare of the community" to require objective evidence of issues like building code violations or economic stagnation that would be more costly to fix than replace. The bill removes language allowing redevelopment areas to include properties that aren't themselves detrimental, and changes the requirement for municipalities to designate such areas from a resolution to an ordinance. It also deletes outdated criteria for designation, such as the "generality of substandard buildings" and "smart growth" consistency requirements, and allows municipalities to hold nonbinding referendums on proposed zoning changes.
