What changed between versions
The word 'permanently' was removed from all 20 rescission paragraphs. This means the rescinded budget authority is no longer permanently eliminated and could theoretically be restored by a future act of Congress.
Paragraph (5) on Global Health Programs ($500M rescinded) now includes a proviso protecting HIV/AIDS, Tuberculosis, Malaria, Nutrition, and Maternal and Child Health programs from the rescission. A further proviso clarifies that this protection does NOT extend to family planning and reproductive health programs.
Paragraph (9) on Economic Support Fund ($1.65B rescinded) now includes a proviso protecting assistance to Jordan, Egypt, and the Countering PRC Influence Fund from the rescission.
Paragraph (12) on Development Assistance ($2.5B rescinded) now includes provisos protecting Feed the Future Innovation Labs, the Countering PRC Influence Fund, and US commodity-based food aid programs including Food for Peace and McGovern-Dole International Food for Education and Child Nutrition Program.
Paragraph (14) on International Disaster Assistance ($496M rescinded) now includes a proviso protecting US commodity-based food aid programs, including Food for Peace and McGovern-Dole International Food for Education and Child Nutrition Program.
