restricting access to certain hemp-derived products and establishing the offenses of criminal adulteration and distribution of adulterated controlled substances.

Removed Section III (Senate version) which prohibited persons under 21 from purchasing, possessing, or consuming hemp-derived products containing any amount of THC in any formulation.

Removed Section IV (Senate version) which imposed penalties on any person who knowingly possessed a prohibited product: a violation for first through third offense and a class B misdemeanor for fourth or subsequent offense.

Restructured corporate penalties as new Section III: a corporation or unincorporated association that knowingly sells a prohibited product faces a fine not to exceed $1,000 for first through third offense (violation) and a misdemeanor with fine not to exceed $20,000 for fourth or subsequent offense. The Senate version had applied these fines more broadly without the 'knowingly sells' limitation.

Removed Section V (Senate version) which set specific fines of $100 for first or second offense, up to $300 for third or subsequent offense, plus forfeiture of the product to the state.

A new definition of 'Container' was added to RSA 439-A:2, meaning the innermost wrapping, packaging, or vessel in direct contact with the final product at retail (bottle, jar, cartridge, or can).
