All provisions regarding military personnel were removed: the change to retirement age from 65 to 64 for the adjutant general and deputy adjutant general, the tenure modification for the adjutant general, and the new appointment process for the commandant of the New Hampshire veterans' home.

A new section (RSA 328-D:18-a) was added that adopts the full text of the physician associate licensure compact, a multi-state agreement allowing PAs to practice across state lines through mutual recognition of their license.

The new compact includes extensive definitions for terms like 'compact privilege,' 'qualifying license,' 'remote state,' 'adverse action,' 'participating state,' and 'PA licensure compact commission.'

The compact specifically provides a pathway for active duty military personnel and their spouses to obtain a compact privilege based on holding an unrestricted license in good standing from any participating state, reducing barriers for military families.

The compact establishes that PAs must be under the jurisdiction of the state licensing board where the patient is located at the time of the encounter, and that each state retains authority to impose adverse actions against a compact privilege issued in that state.
