Removed the department of safety's authority to adopt rules, conduct periodic audits of law enforcement agencies, and impose disciplinary actions or revocation of authorization. Replaced with a requirement that each agency develop its own written policy and file it with the New Hampshire police standards and training council.

Added a new provision (291-B:3, III) allowing New Hampshire institutions of higher education to assist in preparing training aids from human remains for law enforcement, provided they employ or contract with a credentialed medical professional (Ph.D. in anatomical/forensic science, D.O., or M.D.), conduct work on-site at a licensed funeral home with the funeral director's consent, maintain a written agreement with the requesting agency, and comply with existing consent requirements.

Expanded the disposition options for human remains after training from being returned only to the designated funeral home or mortuary to also allowing return to (a) the university that assisted in preparing the training aids or (b) a company licensed by the department of environmental services to conduct human medical waste disposal.

Added detailed policy content requirements for law enforcement agencies, including a written acquisition plan with consent documentation, a handling/storage/documentation plan ensuring secure and traceable management, and a destruction or final disposition plan compliant with state and federal regulations.
