preventing any guide or explanation regarding the effect of a proposed constitutional amendment from appearing on the ballot.

The bill's entire purpose was reversed: from requiring voter's guides on ballots to prohibiting them. The short title changed from 'requiring the secretary of state to include a voter's guide' to 'preventing any guide or explanation regarding the effect of a proposed constitutional amendment from appearing on the ballot.'

The new section RSA 663:3-b (Ballot Guidance) that would have required printing the voter's guide directly on the ballot below the constitutional question, with a fallback to distributing it separately if it required an extra page, was deleted in its entirety.

The original requirement that voter's guide text must state what happens if the amendment passes and what happens if it is defeated was removed entirely.

A new requirement was added to RSA 663:3 requiring that proposed amendments be displayed on the ballot using bracketing and striking for removed text and bolding and italicizing for added text, so voters can see exactly what is changing without a narrative explanation.

A new requirement was added to RSA 663:3 that constitutional questions must include the text of the article as proposed to be amended and the results of the vote taken on ordering the amendment to third reading in both chambers or at the convention.

RSA 663:3-a was repealed and reenacted. Instead of requiring voter's guide text in the resolution proposing the amendment, it now explicitly states that no explanation or voter's guide shall be included on any ballot where a vote on adoption of the constitutional amendment takes place.
