prohibiting the sale of nitrous oxide and certain inhalants for recreational purposes.

The bill header was updated from 'AS AMENDED BY THE HOUSE' to 'VERSION ADOPTED BY BOTH BODIES,' reflecting that both chambers of the legislature agreed on the final version. This is a procedural status change, not a policy change.

The bill no longer applies to all businesses in the state. It now only applies to liquor licensees (bars, restaurants, etc. that hold a liquor license).

The list of prohibited substances was dramatically narrowed. The original bill specifically named butyl nitrite, isobutyl nitrite, amyl nitrite ('poppers'/'snappers'), and nitrous oxide. The amended version only prohibits selling nitrous oxide devices, canisters, cartridges, or receptacles.

The class A misdemeanor criminal penalty was removed. Violations are now handled administratively by the liquor commission under rules adopted pursuant to RSA 541-A.

A second offense of allowing toxic vapor use on premises results in revocation of the liquor license.

The original exceptions for medical use, manufacturing (21+), food preparation propellants (21+), and automotive use (21+) were all removed. Only one exception remains: nitrous oxide contained in food products for use as a propellant.

The rebuttable presumption that flavored products are intended for recreational inhalation was removed, along with the definition of 'delivery sale.'

A new general requirement was added: no licensee may use or allow their premises to be used for any purpose contrary to law.
