What changed between versions
BEV fee schedule restructured: introduced version had three tiers (under 2,000 lbs at $25; 2,000-5,000 lbs at $100; over 5,000 lbs at $150). Amended version has four tiers (1-1,000 lbs at $0; 1,001-3,000 lbs at $50; 3,001-8,000 lbs at $100; over 8,000 lbs at $150). The lightest vehicles now pay nothing and the mid-range fee was cut in half.
Weight basis changed from 'Unladen Weight' to 'GVWR' (Gross Vehicle Weight Rating), which is a different measurement that includes the vehicle's loaded weight capacity rather than just its empty curb weight.
The category for 'Neighborhood electric vehicle (NEV), electric moped, or low-speed scooter' at $0 was removed entirely. These vehicles are no longer explicitly addressed in the fee schedule.
Effective date changed from July 1, 2026 to January 1, 2027, giving the Department of Safety an additional six months to implement the system changes.
