relative to the extension of the free and reduced price breakfast and lunch programs and supporting administrative costs for the Supplemental Nutrition Assistance Program (SNAP), and making appropriations therefor.

The bill no longer applies only to special education students with IEPs. It now covers all 21-year-old students enrolled in their resident school district or a chartered public school who qualified for the National School Lunch Program or National School Breakfast Program at age 20.

Breakfast is now covered in addition to lunch. The introduced version only addressed free and reduced price meals (lunch); the amended version explicitly includes both breakfasts and lunches.

Eligibility no longer requires having an IEP. Instead, a student must be 21, enrolled in their resident district or chartered public school, and have qualified for federal meal programs at age 20. Eligibility ends at the earliest of: turning 22, graduating, withdrawing, or completing their educational program.

The introduced version directed state reimbursement from the general fund at USDA rates. The amended version requires that federal reimbursement be sought first under the applicable federal program, with state reimbursement available only for meals not covered federally. It also prohibits duplicate reimbursement for the same meal.

An appropriation of $80,000 is made from the General Fund for fiscal year 2027 to cover implementation and administration costs. The governor is additionally authorized to draw a warrant from the Education Trust Fund for any amount not otherwise appropriated.

The department of education must include a specific funding request in its biennial budget and each subsequent budget submission to carry out the program. The state board of education is given authority to adopt rules for administration of the extended meal aid.

The effective date changed from 'upon its passage' (immediate) to July 1, 2026, giving schools and the state time to prepare before the program begins.
