What changed between versions
The bill changed from mandating all municipalities to include tax allocation information on property tax bills, to allowing municipalities to opt in by majority vote of their legislative body. Towns with official ballot systems get a specific adoption question on the ballot; towns without one vote at town meeting; cities and towns with council form adopt by council majority vote.
A rescission mechanism was added, allowing municipalities to vote to remove the requirement in future annual meetings.
A new required posting item was added: links to the disclosure of state funding received as reported under RSA 32:5-d for the municipality and each school district it supports. This was not in the original version.
The QR code provision was repositioned from an optional addition to a website link, to an alternative to a website link (i.e., a municipality can use either a website link or a QR code, not necessarily both).
The fiscal note changed from estimating a cost of less than $10,000 per municipality with methodology and agency input from the NH Municipal Association, to stating there is no fiscal impact on state, county, or local expenditures or revenue, with no agencies contacted. This reflects that only municipalities choosing to adopt the provision would incur any cost.
