The bill's status label changed from 'AS AMENDED BY THE HOUSE' to 'VERSION ADOPTED BY BOTH BODIES,' reflecting that the bill completed its legislative process and was agreed upon by both chambers.

The exemption from title requirements was narrowed from applying to any trailer over 3,001 pounds with a model year more than 10 years old to only boat trailers meeting those same criteria.

A new paragraph III was added allowing owners of title-exempt vehicles to voluntarily obtain a certificate of title by submitting a previously issued New Hampshire registration, a valid out-of-state title, an application for title, or a current VIN verification form. Temporary registrations under RSA 261:57 do not qualify.

Estimated annual state revenue loss decreased from $1,225,000 to approximately $190,000 (based on 5,398 boat trailer titles issued in 2024 rather than ~35,000 for all trailers). State expenditure savings dropped from $174,000/year to about $26,800/year, and local revenue loss dropped from $147,000/year to about $22,800/year.
