establishing a commission to study transitioning all public schools to public charter schools.

A new commission member was added: one member representing the special education committee, appointed by the governor (new subsection I(f)). This gives the special education community a direct voice on the commission studying whether to convert all public schools to charter schools.

The bill no longer amends the conversion process for existing public schools becoming charter conversion schools. The original would have allowed conversion by a simple majority vote at the biennial state general election instead of requiring a 2/3 school board vote plus a majority vote at a regular annual meeting.

The commission's mandate to identify required legal changes was narrowed from 'statutory or constitutional changes' to just 'statutory changes,' removing any explicit consideration of whether the transition might require a constitutional amendment.

Commission membership was restructured: the partisan breakdown (majority party member, minority party member) was eliminated in favor of three House members all appointed by the speaker; Senate representation dropped from three members to one; and the charter school representative is now appointed by the commissioner of education rather than by the NH Alliance for Public Charter Schools.

The commission's report deadline moved from January 1, 2027 to November 1, 2026, giving the commission roughly two fewer months to complete its work. The repeal effective date also shifted accordingly.
